Japan JESTA: pre-travel screening from fiscal 2028
Japan will require visa-exempt visitors to get an online authorisation before travel. The law passed in May 2026; the system is planned for fiscal 2028.
What JESTA is
JESTA (Japan Electronic System for Travel Authorization) is an online pre-screening for travellers who enter Japan without a visa, similar to the US ESTA. Travellers submit passport details and a facial photo before departure. Those who pass may get faster processing on arrival.
Timeline
- 29 May 2026: Parliament adopted amendments to the Immigration Control and Refugee Recognition Act, creating the legal basis.
- Fiscal 2028 (April 2028 to March 2029): planned launch.
Who it covers
Nationals of the 74 countries and regions with visa exemption arrangements, including cruise passengers arriving by sea. Visa requirements for everyone else do not change.
Cost
Not final. Estimates range from 1,500 to 3,000 yen. Any website selling a "JESTA" before the official launch is not legitimate.
